Libase Traore
Senior Consultant
Libase is a project management expert with over 13 years of humanitarian and global development experience in conflict, emergency, and stable environments. He has extensive experience advising government and development executives in 12 African and Caribbean countries on a wide range of development and emergency issues, including HIV/AIDS, Tuberculosis, Malaria, food markets, sustainable agriculture, weapon disarmament, demobilisation and reintegration of ex-combatants, community violence reduction, and the Ebola pandemic response. He has used his expertise in project management, stakeholder engagement and coordination, emergency response, conflict management, peace and security, and risk management to help various United Nations (UN) agencies and the African Development Bank facilitate key initiatives.
Prior to joining DDP, Libase led the World Food Programme’s (WFP) logistics management efforts in Burkina Faso for the food market dynamics programme with SONAGESS. He previously worked at the ILO and UNDP in Côte d’Ivoire, UNDP in Haiti and Chad, UNOPS in Guinea, Central African Republic, and Burundi, and WFP in Sierra Leone and Guinea, where he was in charge of programme and operations. He also oversaw the IOM’s community violence reduction and security projects in Chad and Sudan, as well as its Central African Republic security project. He began his career at the African Development Bank, where he facilitated engagements with the private sector and numerous international non-governmental organisations (NGOs) on key development issues in Côte d’Ivoire.
He has also held key leadership positions in multilateral institutions such as the WFP in Sierra Leone, where he was the Head of Sub-Office, and UNOPS Burundi, where he served as the interim Country Representative and facilitated the establishment of the country office.
Libase has a Master of Business Administration degree from Groupe Pigier in Côte d’Ivoire and a Diplôme Universitaire de Technologie from Institut National Polytechnique Félix Houphouet-Boigny de Yamoussoukro also in Côte d’Ivoire. He also has certificates in project management, conflict management, and peace and security from Ghana’s Kofi Annan Center for Peacekeeping and Spain’s Barcelona International Peace Resource Center.
